Under Indian law there is free speech but with these restrictions:

I. security of the State,
II. friendly relations with foreign States,
III. public order,
IV. decency and morality,
V. contempt of court,
VI. defamation,
VII. incitement to an offence, and
VIII. sovereignty and integrity of India.

So since he's not breaking any of them I don't think this is a challenge for free speech and is just a guy selling nazi ice cream lol

pretty sure it could be considered indecent or immoral and maybe even after friendly relations with foreign states (germany is not a huge fan of that guy)
