Smiley Central is more of an adware type of program. Since I've seen it really often on popups and advertisements, it kind of gives you a hint that it wants to nag you to download their product, but all it does is make your computer worse. However, that is what I think (since I've downloaded it once before) I got a few popups, and then I noticed the problem.

You can uninstall it by going to Add/Remove Programs in the control panel. Do not remove it any other way since there could be pieces of this program left hanging in your computer, which means it's not fully removed.
