This song is "Stargazer" by Rainbow. At the time it was recorded, their vocalist was Ronnie James Dio. At 5:12 he sings "All eyes see the figure of the wizard, as he climbs to the top of the world." While at 7:06 there is a lyric, "Time is standing still."

This can only mean one thing: The World can stop time!
