Worst is definitely iFunny. This is objectively true in every way. 9gag doesn't even compare. I know I'm supposed to say KYM but frankly, I like this site and the joke is getting old as hell by now.
Not sure about how you know a website is bad. But, I can say the worst memesite userbase is probably Cheezburger (especially Fail Blog)
