It was simply a picture of this kid, holding a Halloween basket, wearing a black man Lego costume. The account deleted It that I found it on, and I can’t find it again

I've spent 10 min looking for something that fits OP description but I'm not sure if OP is full of shit or shitting out shit.

don’t you know that these are throwaway accounts? they do one thing like ask an incredibly vague and innocuous question, and then vanish

Since this thread keeps trending with off topic replies, I'll try to actually contribute a legitimate post.
For the OP's question: I have serous doubts that what you are looking for is an actual meme. Sounds like someone found a picture of a kid's LEGO related costume, reposted it, and then removed it. Could be that they were contacted about it by one of the parents and it was taken down. Could have been that it was trying to be "cringe culture" which is becoming increasingly unpopular if it's just kids having harmless fun and was motivated to remove it by others. Could have been the person just deleted their account.
Now then, there are some LEGO Halloween costumes that do get poked fun at online. Some were officially made in licence with LEGO and proportions look silly.
Then there are some that were creations by fans (usually kids and their parents) though there are AFOL's that sometime create their own as well. Some of the kid's ones were submitted and published by LEGO Club Magazine (seen below)
This falls into the weird territory of possibly promoting cringe culture, but also embracing the silly things many of use did as kids and how much fun it was, even if looking back as adults, it wasn't as great as we thought it was. Unlike what I think the OP's post is looking for, the ones in the LEGO Club Magazine were published and seen by millions.
Did you ever find it OP?
I'm genuinely unsure whether or not this is an AI who starts every post with 'Hello' or someone with such a blank personality that they think saying the same thing repeatedly for a month straight classifies as "social interacting".

I'm not sure which is worse.
