haha it toally is! they probably go by different names in different regions, but in s. korea, it's referred to as "continental" meme, which led to sort of an ongoing war between korean & chinese netizens (i think there are anti-korean memes in existence too).

Sorta like "…In Soviet Russia," a lot of "continental pics" are just really for the lulz, although i've seen some that could be deemed offensive/xenophobic.
