You will need a starfiled background for this. There are plenty of tutorials on making such a background though so i won't be covering that. First off, duplicate the vector layer and make sure new layer's size is the same as the background. Set the first pasted layer to Overlay. [best when the starfield's grayscale.J on the new layer use the Select by Color tool and remove evertything but the Outlines, Cutie Mark, and eyes Then duplicate that layer by a amount equal to the number of colors of the outline [in this case 2 Again Use the select by color tool To make layers for the mane and coat outlines Optional step: If there's a hair accessory on it or if the outline has more than 2 colors, You make a layer for these outlines too, You can turn off the visibility of all but the layer you're working onJ Now lor each layer with only an outline go to Filters-Alpha to logo>Neon [NOTE: Make sure A) The result should be the same or simular colors as the o replaced and B) Remove the all-black layers that pop up when the option is used) Optinal step: if you feel that the stars are too dim you can ate the overlayed layer any number of times until you think the stars are bright enought.The image below shows that you can use Supernova to brignten the image up Optinal Step: Decorate.
