Running a plotless sandbox is way too much work. What? You gotta think about how many locations you want your world to have. Then, you need to figure out what those locations are. Then you need to flesh them out enough so that your players are interested in them. Then, there's a chance that the players will end up only visiting a fraction of the locations you created rendering the effort you put into the rest of them wasted.
