When Bowser drains a Grand Star, it is considered nefarious; when New Donk City is powered by draining Power Moons, it is praised. This gives off the impression of a double standard. In the beginning of Super Mario Galaxy, Bowser is seen draining energy from a Grand Star. In Super Mario Odyssey, New Donk City is powered by draining Power Moons. Bowser's "terrible machine" New Donk's "ingenious power source" NEW DONK CITY POWER Grand Star before being drained: Grand Star after being drained: bright, shining dull, lifeless Power Moon before being drained: Power Moon after being drained: bright, shining dull, lifeless Bowser's device is treated as nefarious and evil, with Mario being tasked to break it. New Donk City's device is treated as benign and essential, with Mario being tasked to fix it.
