The Lusitania is illegally carrying munitions despite being a civilian ship. If you do not pull the lever, the Lusitania will sink, destroying these munitions while also killing over 1,000 civilians and outraging the currently neutral United States. If you pull the lever, the torpedo will miss the Lusitania, however the ship will continue to illegally supply Britian with munitions. 1
