Supper Mario Broth @MarioBrothBlog In a 2017 Super Mario World interview, it was revealed that Mario was originally intended to hit Yoshi on the head, which was then "passed off" as him merely pointing forward. Development files show an early version of that action where the violence was much more apparent. In a 2017 interview, Super Mario World character designer Shigefumi Hino stated that Mario was originally intended to hit Yoshi on the head to make him stick out his tongue. Hino: During development of Super Mario Maker, we began to wonder why Mario's hand moves when Yoshi sticks out its tongue in Super Mario World. Many people thought Mario was pointing forward and saying, "Gol" and that's why Yoshi sticks out its tongue. But that isn't so? Hino: Actually, we did the animation with the idea that Mario is hitting Yoshi on the head and Yoshi is sticking out its tongue in surprise. Oh, really? (laughs) Hino: There's even a bonkl sound. (laughs) But we thought people would feel sorry for Yoshi, so we decided to pass it off as Mario saying, "Gol" (laughs) An early version of Yoshi's graphics found in development files for the game shows what this initially looked like. Note Yoshi being happy until the moment he is struck, with white pixels representing action lines/sweatdrops appearing when Mario hits him, making the situation of Mario hitting Yoshi very obvious. In the finished version, the situation is much more ambiguous. Yoshi's face becomes scrunched one frame before Mario's hand touches him, making it appear as though Yoshi is simply preparing to stick out his tongue and Mario is coincidentally pointing forward. It can still be interpreted as hitting, but not obviously so. It is likely that the official art for the game was made after the developers decided that players would feel sorry for Yoshi, as it shows the nonviolent interpretation.
