Oozes late 2000s so hard and the fact this is a bonus gift of sorts for a Sonic Highschool AU comic just adds too it. The upload I found and linked might not even be the actual original upload now that I look at it again. Might be cause Flash is now defunct but the upload isn't animated anymore. The artist even confirms they originally uploaded it to their front page web cam which has long changed so who knows how old this really is. Speaking of, the artist is still going at it. Albeit on a different account now but they still occasionally draw Sonic and even cosplayed as Amy in 2022. Good on em.
