GOVERNMENT’S SENTENCING MEMORANDUM The United States of America, by and through its attorney, the United States Attorney for the District of Columbia, respectfully submits this sentencing memorandum in connection with the above-captioned matter. For the reasons set forth herein, the government requests that this Court sentence Robert Scott Palmer to 63 months' incarceration, three years of supervised release, $2,000 in restitution, and the mandatory $100 special assessment.

At all times, the DCNG will remain under the operational and administrative command and control of the Commanding General of the DCNG, who reports to the Secretary of Defense 1 oft through the Secretary of the Army. You may employ the DCNG Quick Reaction Force (QRF) only as a last resort and in response to a request from an appropriate civil authority.
