The show would start on Bajor, with Sisko making his reappearance (quite possibly popping up in Kira's house) with him deciding to travel to see his old friends in part due to the amount of attention he was attracting. Events would lead him to eventually return to Bajor and return to the Celestial Temple, because he is of Bajor. Bajor is the only inhabited planet of any note he can appear on. It could be that he isn't there. He's just causing them to have shared hallucinations that he's there like waking visions. He's still at least part human which means that he's still kind of bound to the flow of time through habit if nothing else. He has seen all his friends and family die, and he saw them be born and every moment between. It's like a book to him in a way, the pages are clearly ordered but he can open it wherever he likes. At first the people he visits would wonder if they've finally lost their marbles. Then maybe something happens, the hallucination tells them stuff that they couldn't have known. Maybe the crew are caught up in some Orion Syndicate b-------, they never forgot that they failed to murder Quark and they're making more attempts. A success will cause an all out shadow war between Ferangi Privateers and Orion Pirates because Rom would buy up every contract and people would get caught in the crossfire. Then The Sisko manages to briefly manifest in the middle of a hopless battle and starts f------ s--- up with the phaser rifle he was carrying when he went into the fire caves. Orion Syndicate is gutted and everyone fills out a Federation Security "weird s--- just happened" form that gets filed in a facility that Starfleet Intelligence is adamant doesn't exist.
