In the scene where Diós mini on had to open Dios coffin for the crusaders and he was suddenly in the coffin instead of Dio, Dio used the time stop without shouting THE WORLD meaning that he only did so he would look cool in front of the Joestars. This is also proven in the scenes where he puts Polnareff down the stairs ånd when his minion had to shoot him to aweken the ability. the same applies to Jotaró, he also shouted THE WORLD just to look cool in front of his allies and enemies. In Jotaros case this is proven when he fought the rat and dodged his bullets without shouting THE WORLD
