As other anons have pointed out, Nagatoro's bullying is more equivalent to the boy pulling a girls pigtails because he likes her, but cant communicate it or properly process his own emotions. The manga isnt specifically about bullying as much as it is about two dumb teenagers growing up, one learning how to be assertive and ambitious, the other outgrowing childish cruelty in favor of being witty and a little cutting in a way that motivates people around her rather than tearing them down. Theres a lot of examples of this developing over time in the serialized manga. Nagatoros first interaction with Senpai is to tear him down and deconstruct him, leaving him in tears, but within a few chapters shes already apologizing for pushing him too ar. Fast orward to now and Senpai is growing a spine and her basic banter, along with that other friends. rolls off his back, while Nagator。ıs teasing him mercilessly only when he hits his own perceived limits and refuses to try and improve, this happens while theý're training together but also while hes painting n the midst of all this you have a really cute romance slowly developing between the two of them, and the two of them also struggling to understand their developing sexuality. Its pretty blatant that Senpai is a sexual masochist while Nagatoro is a sexual sadist, these factors draw them to one another in ways they clearly dont understand yet, and they feed off each others proclivities in interesting ways. Its a pretty fascinating dynamic, and 774 brings it to life vividly. A good example would be the beach chapter, where Nagatoro gets pissy at Senpai because she feels rejected, and starts literally walking all over him. However, her friends soon come along to join in on the fun and she nearly has a panic attack because she thinks hes actually going to hurt, her trying to balance her sadistic tenancies with her very real affection for her Senpai is pretty fascinating to watch
