Remember the time when Hypno was a decent pick for a Psychic Type? Neither do I. It's niche over the likes of Grumpig, Mesprit and Mushana is Wish and Belly Drum both are gen 3 event exclusives. But even with those it can't compete with other Pokemon with those moves. It needs some serious buff like a revamp of its abilities, stats and moves.
an evolution or a signature move could also help it out.
