Manaphy is a powerful legendary who got banned twice in a row in Smogon's single format since its introduction. On first glance, Phione looks like an average or rather a poor man's Manaphy, but it lacks more than just the good stats its parent provides.
It doesn't even know the semi-signature move of baby pokemon in Nasty Plot
