Custom Pokémon Cards are Pokémon cards from the Trading Card Game that are made using custom illustrations and attacks for Pokémon cards, yet retaining the original typings from the Trading Card Game. There are many sites for creating custom Pokémon cards.

Origin

The earliest known site for creating Pokémon card and is still active to this day is MyPokeCard.com, created sometime in 2007 or earlier. (First card of the site shown below)
