The original video of the black guy twerking was uploaded on the app "Triller", but it's uknown the origin date that the video was posted and the person behind it.

Around October, 2018, the video of the black guy twerking had a resurgence after Instagram user @lxidbixl used the video on some memes, and @postthanksgivingdiabetes_doggo reposted the video on Instagram. The post received more than 10,000 views and 300 likes in less than one year (shown below).
